Who can apply for a National ID in the Philippines?
All Filipino citizens — regardless of age, location, or civil status — are eligible to register for a PhilSys National ID. This includes newborns, minors, senior citizens, PWDs, OFWs, and dual citizens. Resident aliens (foreign nationals with legal permanent residency) are also eligible. Tourists and temporary visa holders are not eligible.

Who is eligible for a PhilSys National ID? — At a glance
Newborns & children under 5
Demographic data only — no biometrics. Parent registers on their behalf.
Minors 5–17 years old
Full biometrics. Parent or legal guardian must be present and sign.
Adults 18 and above
Standard registration. Can register independently at any center.
Senior citizens (60+)
Priority lane. Special accommodations for mobility-limited seniors.
Persons with Disability (PWD)
Priority lane. Assisted biometric capture available at all centers.
OFWs & Filipinos abroad
Register at authorized Philippine embassy or consulate abroad.
Dual citizens
Eligible as Filipino citizens. Present both passports at registration.
Resident aliens (legal permanent residents)
Eligible with ACR I-Card or SRRV. Passport required as primary document.
Tourists & temporary visa holders
Not eligible. PhilSys is for citizens and legal permanent residents only.
