          Resident aliens — foreign nationals with legal permanent residency (ACR I-Card or Special Resident Retiree's Visa / SRRV) — are eligible. They must bring their ACR I-Card or SRRV plus their foreign passport. Tourists, temporary workers on short-term visas, and undocumented foreigners are not eligible.
          Yes — senior citizens are fully eligible and given priority lanes at all registration centers. Seniors with mobility issues can be assisted by a representative. Some LGUs offer home-based or facility-based registration for bedridden seniors — contact your local LGU or PSA provincial office to arrange this.
          No — there is no minimum age. Newborns can be registered. The only difference is that children under 5 years old don't have biometrics collected (fingerprints/iris scan). Children 5 to 17 have full biometrics but require a parent or guardian to be present at registration. Adults 18+ can register independently.
